EU digitized waste-shipment rules are live. What cross-border ITAD and recovery flows must account for.
The EU’s revised Waste Shipment Regulation and DIWASS platform add a digital layer to notified recovery and disposal routes.
On May 21, 2026, the European Commission announced that most provisions of the revised Waste Shipment Regulation had entered into application, including the launch of the Digital Waste Shipment System, or DIWASS.
The Commission describes DIWASS as an electronic platform for tracking waste across the EU. It says that shipments subject to prior informed consent procedures must be processed digitally, while some green-listed recovery shipments can continue using the previous paper process through December 31, 2026.
Most domestic U.S. ITAD work will not be subject to this framework. The transition relevance emerges when retired equipment, residues, or recovery streams cross borders, when EU-origin equipment is in the chain, or when a global disposition partner routes material through the single market. Confirm registration, material classification, governing authority, and records requirements during the first project phase.
